SPRING SEASON RULES LEAGUE STRUCTURE & GOVERNANCE City Centre Slo-Pitch is a private league and is not governed by the Societies Act. While the league is organized with a Board, it operates independently and is not bound by the formal governance requirements of the Societies Act. The Board’s primary role is to provide guidance and assist with decision-making to ensure fairness in the league’s operations. Board members contribute to key decisions but are not involved in the day-to-day management of the league. By submitting a complaint, you help us improve the quality of our league and ensure fair and consistent application of rules for all participants. • Contact: Email Gerry St. Cyr at gerrys37@gmail.com or call 250-896-7825 with your concern. • Acknowledgment: Expect a response within 24 hours confirming receipt of your complaint. • Board Review: The Board will review the issue and provide a response within 48 hours. • Additional Info: Be prepared to provide more details if requested during the review. • Final Decision: You will receive a written explanation of the Board's decision based on league and SPN rules. 1. GENERAL 1.1 Contact City Centre Slo-Pitch League (CCSPL) for current registration fees. 1.2 Teams must start with $150 in their bond and always have a balance of at least $75. If the balance falls below $75, the team must top it up to $150 to remain eligible for the season 1.3 All teams get 14 regular season games and at least 2 playoff games 1.4 All forfeits (no shows, illegal players/equipment, no game balls) will be a fine of $75 off the bond 1.5 Any team leaving behind a mess in the dugout will be fined $50. Please take your garbage with you. 1.6 The bond (or whatever remains) is refunded back to the teams at the end of the season or held for the following season at the request of the team captain 1.7 Please remember to have fun and be safe 2. ROSTER RULES 2.1 CCSPL is a registered member and follows the rules and regulations of Slo-Pitch National. Go to the SPN website at slo-pitch.com/rulebook for a PDF of the rule book. 2.2 A completed roster (Max 22) with player names and emails is due registered online no later than July 1st, including waiver completion from each individual player. If this is not completed, teams will forfeit the first game and pay $75 fine. 2.3 Only players who are on the roster are eligible for the playoffs, all players that are playing for your team must be added on your roster to ensure they are covered by SPN insurance 2.4 Players can play in two Divisions but must let league organizers know. Players cannot play on two teams in the same division. Players can only play one division down (example: If you play in "B" Division you could also play in "C" division but not in “D” or “Rec” division) Email: gerrys37@gmail.com to inform of any changes 2.5 Players are only allowed to play on one team per division during the playoffs. If a player has participated on multiple teams throughout the season, they must choose one team to play for in the playoffs. If they do not select a team, they will be considered an illegal player. 2.6 If a team is eliminated from the playoffs, its players are not eligible to be picked up by other teams within the same division for the remainder of the playoffs. 2.7 During playoffs, if you are unable to field a full team with players from your own roster, you may pick up players. However, the opposing team’s captain and the umpire must be notified of each added player before the game begins. All parties must agree to the inclusion of these players. 2.5. Any team using an illegal player will be charged with a forfeit and possible suspension for the Team Captain. 3. EQUIPMENT RULES 3.1 SHOES: Metal spikes are not allowed. Any player wearing them will be automatically ejected from the game. 3.2 BATS: As per SPN / ASA rules; see list of illegal bats; Titanium and multi-walled bats are illegal. Hardball bats are illegal. (as per SPN Rules). 3.3 BALLS: Game balls will be supplied by both teams. Each team will supply 2 balls. If a team fails to provide a proper game balls, they will forfeit the game. The official ball is a Worth “Gray Dot” (As per SPN rules). 3.4 HELMETS: Mandatory. 3.5 Face Masks are recommended for pitchers. 4. GAME RULES 4.1 Games are played rain or shine, unless called for reasons of safety by League Organizer and/or the Umpire. 4.2 CO-ED LINEUP: 6 males + 4 females: Minimum 9 players to take the field. Maximum 10 players in the field at any one time. If a team has less than 9 players or less than 3 females, they forfeit. 4.3 BATTING ORDER: 10 player batting order. If playing with 9 players, there is an AUTOMATIC OUT. You may only bat 2 males in a row twice, unless separated by an automatic out. If 11 players are batting, the 11th batter must be female. If there are 12 batters, you can have one male and one female as the 11th and 12th batters. 4.4 WALKS: if a male batter is walked with a female batter (or an automatic out for a female batter) following, then the male batter is awarded first and second base. 4.5 SUBSTITUTIONS: Standard re-entry applies (as per SPN Rules) - Players may be pulled from the line-up and re-entered back in the same spot in the batting order. 4.6 COURTESY RUNNERS: Each team is permitted unlimited courtesy runners per game, with the following conditions: the runner must be reported to the umpire and must follow the format of male for male, female for female, or female for male. Courtesy runners may only be used from first base, and from second or third base only if the player is injured or forced to run due to a walk. 4.7 GAME LENGTH: All games will be 7 innings. Home team does not bat in the bottom of the 7th inning if ahead. 4 innings required for complete game (3-1/2 innings if home team is ahead). Once an inning starts, it must be completed (unless called for reasons of safety). 4.8 TIME LIMIT: 1 hour and 15 minutes. No time limit in Finals. 4.9 A GRACE PERIOD of 5 minutes (umpires time & discretion) will be allowed from the official game start time. The grace period will be deducted from the game time. 4.10 MERCY RULE: A team can score a maximum of 5 runs per inning, except for the last inning which will be declared open by the umpire. All games will go 7 innings (time permitting), but there is a maximum of plus +10 run differential for final results. The mercy rules is not automatic, the losing team must elect to end the game by mercy. 4.11 DEFAULT SCORE: in the event of a forfeit the default score is 10-0, in favor of the non-forfeiting team. 4.12 TIES: If a regular season game is tied at the end of 7 innings (and there is at least 10 minutes left on the "game clock") the International Tie Breaker Rule will be used. If time has expired the game ends in a tie. Playoff games move on to the Tie Breaker Rule regardless of time remaining 4.13 INTERNATIONAL TIE BREAKER RULE: At the beginning of each team's at-bat the last batter from the previous inning is placed on 2nd base. It is not sudden death. Each team has an opportunity to bat each inning. The game ends when one team is ahead at the end of an inning 4.14 SEEDING TIE BREAKER: For two or more teams with the same Win/Loss record: -a. record against each other; -b. best run differential (plus/minus), all games; -c. best run differential excluding non-tied teams; -d. least runs allowed, excluding non-tied teams; -e. flip a coin 5. FIELD RULES – GOUDY TURF 5.1 COMMITMENT LINE: 20 feet from home plate. Base runner must continue once one foot is over (and on the ground) past the Commitment Line. (as per SPN Rules) 5.2 SAFE LINE: Safe Line at home plate must be crossed (a portion of the foot over the line and on the ground). Force out at home plate. (As per SPN Rules). 5.3 SLIDING: Sliding (head or feet first) is only allowed at 2nd and 3rd base, but not at 1st base or home. 5.4 OUT OF BOUNDS: Play is dead if the ball or a player's feet (with possession of the ball) cross the Out of Bounds line - All runners advance 1 base. 5.5 CATCH AND CARRY: If a ball is caught in fair or foul territory then carried into the OUT OF BOUNDS, the batter is declared out but any runners on base will advance 1 base. 5.6 BACKSTOP: A backstop is in play up to the concrete wall behind home plate. 5.7 LINES: Clarify the proper lines with your umpire before the game. 5.8 HOME RUNS: When a team hits a home run over the fence, they cannot hit another one over the fence until the opposing team hits one. This rule is called "Catch Up Plus 1." In the bottom of the 7th inning, a team can only hit a home run to tie the opposing team in home runs, not to go "plus 1." Exceptions: The "Catch Up Plus 1" rule does not apply to female players; they can hit home runs at any time. Home runs hit to the left of the second light pole in center field do not count toward the "Catch Up Plus 1" rule. 5.9 If a regular season or playoff game is played at another field, the umpire will review the field rules with the captains prior to the game starting. 6. CONDUCT RULES 6.1 ALCOHOL: The consumption of alcohol is not permitted unless in authorized licensed areas i.e. Beer Gardens 6.2. There is NO SMOKING allowed on the field, player will be ejected and Team could be fined. 6.3 NO SUNFLOWER SEEDS, GUM, CHEWING TOBACCO ON THE TURF FIELDS, player will be ejected and Team could be fined and Team Captain will be suspended for 1 game 6.4 MINORS: Please keep all kids off the field and out of the dugout; it is far too dangerous with unexpected foul balls. 6.5 PACK IN PACK OUT - All dugouts must be left clean. Any team leaving behind garbage or beverage containers will be fined (from their Good Behavior Bond) – Please take your garbage with you. 7. WAIVER 7.1 Team Captains will be added to the SPN Website as contact for the team. Captains will receive an email from SPN to log in and are responsible for entering each team member to the site with the team members email. Each team member will then receive an email to log in and “Sign” the waiver. If this is not done, team members are not insured through SPN in case of any accidents. ANY RULES OR PRINCIPLES NOT SPECIFICALLY COVERED IN THE RULES OUTLINED ABOVE WILL FOLLOW THE CURRENT SLO-PITCH NATIONAL SOFTBALL INC. RULEBOOK, EXCEPT FOR THE RULE CHANGES INTRODUCED IN 2025, WHICH WILL NOT BE FOLLOWED BY THIS LEAGUE.
